| Secretary Joe is a lifelong resident of Delaware County. He graduated from Delhi High School and Upper Iowa University. Joe is retired after teaching 7th grade students for 39 years at West Delaware School. Joe is very interested in maintaining good working conditions and quality staff at the RMC. He is pleased with RMC’s continual growth, allowing the hospital to provide those services vital to our communities. |  Serving Since 2001
